I like both, but Quadrophenia does have better songs like "5:15", "The Real Me" ,"The Punk and the Godfather", "Doctor Jimmy", "Bell Boy", and "Love, Reign o’er Me".

Quadrophenia.
The music on that one is far superior, and most importantly, it actually sounds like the Who, to someone who’s familiar with most of their material.

Tommy has a lot of sympathy-appeal due to his multiple disabilities. Jimmy (Quadrophenia) is schizophrenic but otherwise able-bodied.
It is this difference that makes me prefer Quadrophenia, though it is somewhat rougher and less polished than Tommy. I think Quadrophenia is far more multifaceted and multilayered. There is much going on in that head of Jimmy’s. Whereas Tommy is the pinball wizard, but that’s about the apex of depth to which Tommy is able to ascend.
Tommy is great entertainment, but for my money, Quadrophenia is a better film and album.
